ACC conducts raids over irregular allotments, pension delays
DHAKA, May 8, 2025 (BSS) - An enforcement operation was conducted today by the Anti-Corruption Commission (ACC) in response to allegations of unethical allocation of luxury flats by the National Housing Authority under the “Grihayan Dhanmondi (Phase-1)” project. “Under this project, 18 flats were constructed at House No. 711 (New-63), Road No. 13 (New-6/A), Dhanmondi residential area. Of these, 12 flats (60%) were to be allocated under the government quota and 6 flats (40%) under the private quota. During the operation, initial evidence of irregularities in the allocation process was found,” said ACC Deputy Director (Public Relations) Akhtarul Islam. In another operation, the ACC responded to complaints against dishonest officials of the Private Educational Institutions, Teachers and Employees Retirement Benefits Board, who allegedly harassed retired teachers by withholding their pension checks. When questioned, the Board’s director claimed that pensions were delayed due to insufficient funds. However, upon checking the records of pending applications, preliminary evidence of negligence and harassment by the officials was found. Related documents were collected for further investigation. Besides, a third ACC team conducted an enforcement operation at the Agricultural Research Foundation, following accusations of embezzling government funds through fictitious projects. The investigation uncovered irregularities in 24 projects funded through lump-sum grants. These projects had allegedly been approved without following the Public Procurement Rules (PPR) 2008. The ACC also found initial evidence of favoritism in project assignments and recruitment, including manipulating board policies to appoint preferred individuals and awarding multiple projects to selected persons. The team collected various documents supporting the allegations.

CHATTOGRAM, May 8, 2025 (BSS) - Bangladesh Investment Development Authority (BIDA) Executive Chairman Chowdhury Ashik Mahmud Bin Harun today announced that an $800 million investment will be made centering existing container terminal at Laldia Char on the south-east bank of the Karnaphuli River in Chattogram.  "The annual FDI in our country is not more than $700 million. If an investment of $800 million comes from a project, it is very important for our economy. It will create huge employment opportunities. BIDA is closely monitoring the progress of this project," he said.  Chowdhury Ashik Mahmud Bin Harun, also Executive Chairman of Bangladesh Economic Zones Authority (BEZA) made this statement while briefing journalists after visiting Laldia Char in Patenga area in the city earlier this morning. Press Secretary to the Chief Advisor Shafiqul Alam, Deputy Press Secretary Mohammad Abul Kalam Azad Majumder and Chairman of Chattogram Port Authority (CPA) Rear Admiral SM Moniruzzaman were present at the event. After visiting the New Mooring Container Terminal of Chittagong Port, BIDA chairman told journalists that Dhaka is the political capital and Chattogram will be our commercial capital.  "Chattogram is at the heart of our economic development goals and will play a vital role in shaping the future of Bangladesh," he added. He further noted that the primary objective is to create as many jobs as possible, particularly for the people of Chattogram.  "Economic development should be the priority of all governments. By upgrading our terminals to world-class standards, we will significantly contribute to business growth," he added. The BIDA chairman is on a day-long visit to Chattogram with other officials to examine the potential for economic development and investment in key port and shipping-related installations.  This visit precedes the expected arrival of Chief Advisor Prof. Muhammad Yunus in his hometown on May 14 to further assess the region's investment opportunities. The BIDA chairman mentioned that no domestic investment is expected from Bangladesh in this project.  "This is a historic opportunity for Bangladesh. Our goal is to make Bangladesh a global manufacturing hub. Laldia will be developed into a green port, with an $800 million investment," he said. He emphasized the importance of long-term planning and the need to enhance port capacities. While acknowledging that even after expanding the port six times, it would still fall behind countries like Vietnam, he advocated for engaging expert institutions to maximize operations in limited space. He underscored the critical role of port development in Bangladesh's broader economic strategy. "To establish Bangladesh as a manufacturing hub, we need to collaborate with the world's top port management institutions," he remarked. The BIDA chairman mentioned that a committee has been formed to establish a free trade zone in the country, with Anwara being explored as a potential location.  APM Terminals, a subsidiary of AP Moller Maersk, began operations at Laldia Terminal in 2024.  Initially, the project was expected to receive investments ranging from $300 to $400 million but the BEZA Chairman confirmed that the investment has now increased to $800 million.  The development will be executed under a public-private partnership (PPP) and government-to-government agreement, following the Build-Operate-Transfer (BOT) model.

   VATICAN CITY, May  8, 2025 (BSS/AFP) - Robert Francis Prevost, the first pope from the United States, has a history of missionary work in Peru but also a keen grasp of the inner workings of the Church.   The new Leo XIV, a Chicago native, was entrusted by his predecessor Francis to head the powerful Dicastery for Bishops, charged with advising the pontiff on new bishop appointments.   The sign of confidence from Francis speaks to Prevost's commitment as a missionary in Peru to the "peripheries" -- overlooked areas far from Rome prioritised by Francis -- and his reputation as a bridge-builder and moderate within the Curia.   The 69-year-old Archbishop-Bishop emeritus of Chiclayo, Peru, was made a cardinal by Francis in 2023 after being named prefect of the dicastery, one of the Vatican's most important departments -- and a post that introduced him to all key players in the Church.   Vatican watchers had given Prevost the highest chances among the group of US cardinals of being pope, given his pastoral bent, global view and ability to navigate the central bureaucracy.   Italian newspaper La Repubblica called him "the least American of the Americans" for his soft-spoken touch.   His strong grounding in canon law has also been seen as reassuring to more conservative cardinals seeking a greater focus on theology.     - 'Can't turn back' -       Following Francis's death, Prevost said there was "still so much to do" in the work of the Church.   "We can't stop, we can't turn back. We have to see how the Holy Spirit wants the Church to be today and tomorrow, because today's world, in which the Church lives, is not the same as the world of ten or 20 years ago," he told Vatican News last month.   "The message is always the same: proclaim Jesus Christ, proclaim the Gospel, but the way to reach today's people, young people, the poor, politicians, is different," he said.   Born on September 14, 1955, in Chicago, Prevost attended a minor seminary of the Order of St Augustine in St Louis as a novice before graduating from Philadelphia's Villanova University, an Augustinian institution, with a degree in mathematics.   After receiving a masters degree in divinity from Chicago's Catholic Theological Union in 1982, and a doctorate decree in canon law in Rome, the polyglot joined the Augustinians in Peru in 1985 for the first of his decade-long missions in that country.   Returning to Chicago in 1999, he was made provincial prior of the Augustinians in the US Midwest and later the prior general of the order throughout the world.   But he returned to Peru in 2014 when Francis appointed him as apostolic administrator of the Diocese of Chiclayo in the country's north.   Nearly a decade later, Prevost's appointment in 2023 as head of the dicastery came after Canadian Cardinal Marc Ouellet was accused of sexually assaulting a woman and resigned for age reasons.   The Vatican later dropped the case against Ouellet for insufficient evidence.   Prevost also serves as president of the Pontifical Commission for Latin America.
